Biography
Eliud Owalo is a well-known, vastly-experienced and respected Economist, Management Consultant and Strategy Expert who previously served as the Deputy Chief of Staff responsible for Delivery and Efficiency in Government of the Republic of Kenya. Mr. Owalo has recently declared his intent to run for Presidency of the Republic of Kenya in the 2027 General Elections. He has also previously served as the Deputy Chief of Staff responsible for Perfomance and Delivery Management in Government as well as ICT Cabinet Secretary in the Government of the Republic of Kenya. Hitherto that he had a 23-year stint as the Managing Consultant of Eliud & Associates (E&A) Management Consultants, an International Management Consultancy and Training firm. He holds a BA Degree in Economics and Business Studies from Kenyatta University, an MBA Degree in Human Resource Management from the University of Nairobi and is currently a Doctor of Philosophy (PhD) Candidate in Strategic Management at the University of Nairobi.

Reduction of Taxes &Public Debt-Burden
I propose to increase household disposable income and stimulate enterprise by lowering the overall tax burden. It proposes reducing personal income tax from 35% to 20%, cutting VAT on essentials from 16% to 10%, eliminating digital taxes on youth and MSMEs, and reducing corporate tax by 5%. It also targets lower ICT input costs to reduce internet prices and expand digital access.
Zero Tolerance To Corruption
I propose to eliminate corruption through full digitization and transparency of public systems. It introduces integrated digital payment and procurement platforms, real-time public finance dashboards, and elimination of cash-based government transactions. It also focuses on forensic investigations of past scandals, asset recovery, and system integration to eliminate ghost suppliers, duplicate payments, and bureaucratic rent-seeking.

1. REDUCTION OF TAXES

2. REDUCING PUBLIC DEBT-BURDEN
We seek to restore fiscal discipline and protect future generations from unsustainable debt. It proposes a full audit and public disclosure of Kenya’s debt, a temporary moratorium on borrowing pending a full audit, and restructuring of unsustainable obligations. Borrowing will be restricted to productive investments only, with a long-term shift toward a zero-deficit model driven by economic growth rather than higher taxation.
